Presenting the annual budget estimates for the fiscal year 2025-2026, Neog stated, “To support our hardworking middle-class families, I propose an exemption on professional tax for individuals earning up to Rs 15,000 per month under the Assam Profession, Trades, Callings, and Employments Taxation Act, 1947.” This will assist over 1.43 lakh taxpayers/families, increasing their spending power.”

In an ongoing effort to empower our kids, we are committed to assisting graduates as they transition from education to employment. Recognizing the problems they confront, we are launching a financial support program to offer them with stability and encouragement during their job search. This project is not an unemployment benefit, but rather a motivational boost to help people prepare for competitive tests, interviews, and entrepreneurial endeavors,” she explained.
She also announced a one-time research stipend of Rs 25,000 for research researchers at state and federal government universities.
She announced that, beginning in October this year, NFSA ration card users will receive subsidies on one kg of masur dal (originally discounted by Rs 25 per kg), sugar (subsidised by Rs 20 per kg), and salt (subsidised by Rs 10 per kg).
The subsidy rate will change based on the commodity price index. This project ensures that every household has access to enough nutrition at a reasonable price. “For this, I have included an additional Rs 370 crore in this budget,” she stated.
She also provided a one-time financial aid of Rs 50,000 for each of the state’s 6.8 lakh existing casual and permanent tea garden workers, “to express our gratitude to the tea garden community of Assam.”
Other announcements include a Rs 1 per unit drop in energy rates for household consumers who use fewer than 120 units per month, which is projected to assist 48 lakh of the 68 lakh consumers. She also stated that the government “will consider” restoring the former pension scheme for ordinary government employees hired prior to February 1, 2005, as well as raising the pay of anganwadi and ASHA workers.
