Assam Mutual Transfer Eligibility Criteria
Mutual Match Conditions:
- Must complete at least 1 year of service.
- The department should be the same.
- Grade must be the same (Grade 3 <-> Grade 3 and Grade 4 <-> Grade 4) and the same grade pay.
- The nature and qualifications of both posts are similar.
- An employee must come to work in your place before you may accept the transfer.
Transfer Guidelines:
No Objection Certificate (NOC): A No Objection Certificate must be acquired from both the parent department and the appointing authorities.
No Liabilities Certificate: The employee must get a certificate from the parent department/appointing authority stating that no liabilities are outstanding.
Clearance Report: The parent department/appointing authority must issue a vigilance clearance report and confirm that there are no current departmental or criminal actions.
Agreement to Terms: Employees seeking reciprocal transfer must offer written assent to the terms and conditions outlined in the Office Memorandum.
Pay Protection: Pay protection will be provided; nevertheless, there will be no correlation with inter-se seniority.
Seniority Terms: Employees will have no claim to seniority. They will be placed at the bottom of the seniority list for the current recruitment year or the following year, as applicable.

How to Apply For Online Mutual Transfer Assam 2025?

How to Send Mutual Transfer Request?
After opening the account, you will need to send a mutual transfer request, which you can do by following the steps outlined below.
Step 1: Go to the Dashboard and click on Transfer Request.
Step 2: You will notice some preferences based on the information you have provided.
Step 3: You will select the person with whom you wish to make a mutual transfer and send the Transfer Request.
Step 4: You may manage your request by navigating to the Manage Request area.
Step 5: If both parties agree, a joint application is prepared and submitted to the authorities.
Step 6: Once your mutual transfer request has been accepted, you can access the portal and download the Joint Transfer Order.
Please keep in mind that you can only send one request at a time, and it will be valid for 15 days. If no one accepts it within 15 days, it is automatically revoked. If you want to cancel before 15 days, you can do it manually. After 15 days, you will be allowed to send another transfer request.
